What do you call the act of loitering in front of someone's property while selling something?

Example: A person who owns a store has some individuals in the front of his shop and they are standing around with a sign that says "$1 Moustaches." I am pretty sure this is prohibited, but I wanted to know the exact name for this behavior and how it is dealt with by the public and by law enforcement.

Typically you need a city permit to sell something on the sidewalk.

Call the non-emergency number for your police office and ask what they can do.

prolly loitering, selling crap without a permit or selling on someone elses property, or trespassing.

It's called window shopping.really by law it could be unlawful assembly or loitering but if they are on the sidewalk or a public right of way and not causing or attempting to incite trouble then they are within their rights. The only exception would be if there is a city ordinance prohibiting the parties action in which case state law would super cede that ordinance but in general, states shy away from interfering with a city's ordinance law in view of the fact that the city government is more attuned to the problem.
