What criteria does the gov't use to determine what mail is suspicious and worthy of being searched?

I think one of my packages was opened and inspected by the gov't. The box looked as though it had been opened and hastily taped back together, and the address label the person put on it was just dangling. It was just a box of toddler clothes. Why would the gov't/post office deem that suspicious?

With the Patriot Act it's "Because They Can!" :-(=
i have no idea, but i do know that it is illegal to open anyones post without a searchwarrent. EVEN in the interest of national security or one of those lame excuses. then again, we all know the us-goverment is not concerned with those laws.
